Gagliano, CFRU Newsmagazine While there have been numerous stories in the popular media recently concerning the developing controversy over the adequacy of the federal government’s funding of post-secondary education and research, an interesting new proposal has been making the rounds. Last week, a panel of experts convened by the Heritage Foundation made the case in a widely reported article titled “What Is America’s Economic Future?”[1] That panel, which included, among others, Mark Koyama, Laura Tyson, Christopher B. Leinberger, and Gerald Seib, makes several recommendations, including that “the federal government should ‘significantly increase’ its support of basic research and spend more on science and engineering education,” that “the FCC should create a National Network of Advanced Research Communities,” and that “the federal government should work with universities and businesses to ensure that two-year community college programs lead to career-related credentials.” The Heritage Foundation report is critical of the “overarching federal policy” that has provided education “decades of slow growth in funding of higher education, the lack of federal leadership in education, and the lack of progress in defining the value of higher education.” As one might expect, the authors also view with alarm the federal government�
